Job Description
The Technical Officer will be responsible for skill transfer for developing the capacity of community workers by:
Assisting in the delivery of 3 month training for Community Workers and Volunteers
Training community workers in approaches to disability and the concept and implementation of CBR
Empowering community workers to facilitate interactive and client centred rehabilitation
Facilitate active involvement in accessibility, advocacy and mainstreaming issues
Assisting with the set-up of referral systems within the communities
Train community workers in the development of assistive devices with regard to individual needs and context
Assisting Resource and Information Centres to set-up individual equipment identification and distribution processes
Train community workers in the development of self-help groups and local organisations for the empowerment of PWDs
Train community workers in concepts and implementation of activities of daily living to ensure maximum independence for the disabled person
Train community workers to assess the needs of PWDs and to make rehabilitation plans to improve the lives of PWDs
Visiting the field to train community workers in capacity building activities for their communities
To work in close collaboration with disabled peoples associations and other community-based organisations for the inclusion of PWDs
Ensure the technical quality of all activities
Report regularly about the activities to the Centre Manager and Project Assistants
Keep data records on activities (statistics)
Complete some administrative tasks such as taking minutes
Act as an interpreter on occasions as needed
Other activities as requested by the Centre Manager and Project Assistants
Required Skills
The Technical Officer will have the following attributes:
Have completed the Physio/Occupational Therapy degree
Willingness to practise adult learning principles and creative ways to facilitate practical learning experiences for training participants.
Understanding of the global approach to disability
Ability to work independently
Ability to work in rural/remote locations and attend field trips regularly
Urdu compulsory and a good understanding of English

Following the earthquake in Pakistan on the 8th October 2005, Handicap International has become involved in developing a Community-based Rehabilitation project in the earthquake affected areas. Prior to the earthquake there were few to no services existing for people with disabilities in these areas. Consequently, Handicap International is working with small existing organisations to mobilise local communities to include people with disabilities into existing programs and services, plus to develop and strengthen disability specific services to ensure maximum participation of PWDs in all activities of life.
To ensure resources and the information required to work with partner organisations, Resource and Information Centres are being set-up in Mansehra, Besham, Muzaffarabad and Bagh. These centres will be owned and run by the local authorities, and will act as the hub for all disability work in the districts.
To develop this project further and to ensure quality services for PWDs in these areas, a Physio/Occupational Therapist is required to assist in the delivery of training to primary level staff from community-based organisations, and to monitor the quality of services provided by primary level workers by going on frequent field visits.
The Technical Officer will be under the supervision of the Manager of the centre and will work closely with the field officers. , The Technical Officer will have the following attributes:
Have completed the Physio/Occupational Therapy degree
